An Alarmist View On Water

Water should fall in the exact spot, in the exact amount, every time. 

This is reasonable considering the variability of our weather and percentage of land inland bodies of water occupy.  There is no way that we should have lower lake levels, (or higher) and floods or droughts.  Water is an expendable commodity.
