I would guess this guy has a police radio if he is still in the area. I am sure he is not driving that vehicle. Being a policeman he would also know how to hire a car using fake ID etc. or where to buy a stolen car.
If he is a smart cop. After all, it was cops that shot up the vehicles! Of course I doubt any of them will make Police Chief – but then it is LA.

One of the issues with ‘psychotropic drugs’ is that the people that are given them have a higher than average chance of doing bad things, even without the drugs. Many of these people will do better on them. Some will do worse. Some get the wrong drug. Some should not have gotten them at all. Decisions made under uncertainty, where there are significant chances of false positives and/or false negatives, unfortunately, will often go wrong. Brain/behavioral ‘diagnoses’ are going to be more fraught with these than any other. Even if you can identify a structural ‘abnormality’, that will not always be causal and even it it can, there are many final common pathways that make attribution difficult.
